I think you need to prioritize what is important to you in terms of a development environment.

If the problem you are having with Xojo is only with the web edition, then maybe you should be looking at a web focused language like PHP or the like, and stay with Xojo on the desktop.

Xojo is a high end, visually focused programming environment that uses a form of BASIC. Is the language more important than it being a visual environment?

I believe QT is available under an LGPL license as well. That won't work for you?
